CNN en español asked CRI Director, Dr. Jorge Duany, to analyze Cuba's new migration laws, which went into effect on January 14, 2013. Dr. Duany emphasized the economic and political motivations of the reforms, particularly the Cuban government's search for sources of income and its attempt to "normalize" its relations with Cubans outside the island. At the same time, the new laws are problematic because they deny the right to have a passport to some Cuban citizens, including opponents of the Cuban government.
